Prepare the Beef Involtini

Prepare the Filling
In a bowl, mix together the grated Parmesan cheese, minced garlic, salt, and black pepper. Set aside.

Assemble the Involtini
Lay out the thinly sliced beef flank steak. Place a few fresh basil leaves and a tablespoon of the cheese mixture at one end of each slice. Roll the beef tightly to encase the filling and secure with toothpicks or kitchen twine.

Add the Tomatoes
Stir in the crushed tomatoes, dried oregano, salt, black pepper, and red wine (if using). Bring to a simmer, then reduce heat to low and let cook for 10 minutes to meld the flavors.
Braise the Involtini

Brown the Involtini
In a large skillet, heat 2 tablespoons of olive oil over medium-high heat. Carefully add the rolled beef involtini and brown on all sides, about 3-4 minutes.

Combine with Sauce
Transfer the browned involtini to the pot with the tomato sauce. Ensure they are submerged in the sauce. Cover the pot and let simmer on low heat for 1.5 to 2 hours, or until the beef is fork tender.

Serve
Remove the toothpicks or twine from the involtini. Serve hot, garnished with additional fresh basil and grated Parmesan cheese if desired.
