Method
Preparing the Birria Sauce

Soak the Chiles
Remove stems and seeds from the guajillo and ancho chiles. In a dry skillet, toast the chiles over medium heat for about 2-3 minutes until fragrant. Soak them in hot water for 15 minutes until softened.

Blend the Sauce
In a blender, combine the soaked chiles, onion, garlic, ground cumin, ground oregano, black pepper, and salt. Add 1 cup of beef broth and blend until smooth.

Cook the Meat
In a large pot, heat a tablespoon of oil over medium-high heat. Add the beef chuck roast and sear on all sides until browned. Remove the meat and set aside.

Combine Ingredients
In the same pot, add the blended sauce, remaining beef broth, apple cider vinegar, and bay leaves. Bring to a simmer.

Add the Beef
Return the seared beef to the pot. Cover and cook on low heat for about 2-3 hours until the meat is tender and easily shreddable.
