Prepare the Birria Beef

Toast the Chiles
In a dry skillet over medium heat, toast the guajillo and ancho chiles for about 2-3 minutes until fragrant. Remove from heat and let them cool slightly.

Marinate the Beef
Place the beef chuck roast in a large bowl or zip-top bag. Pour the marinade over the beef, ensuring it is well coated. Marinate in the refrigerator for at least 2 hours, preferably overnight.

Cook the Beef
In a large pot or Dutch oven, heat a little oil over medium-high heat. Remove the beef from the marinade and brown it on all sides. Add the remaining beef broth and bay leaves. Bring to a boil, then reduce heat to low and simmer for about 2-3 hours until the beef is tender.

Assemble the Burritos

Prepare the Fillings
In a bowl, mix the cooked rice, black beans, and shredded beef together. Season with salt to taste.

Warm the Tortillas
Warm the tortillas in a skillet or microwave for easier handling.

Fill the Burritos
Take a tortilla and place a generous amount of the beef and rice mixture in the center. Add shredded cheese and a dollop of sour cream on top.

Fold the Burritos
Fold the sides of the tortilla over the filling, then roll from the bottom to secure the filling inside.
