Prepare the Chiles
Remove the stems and seeds from the dried guajillo and ancho chiles. Place them in a skillet over medium heat for 3-4 minutes until fragrant.

Blend the Sauce
In a blender, add the toasted chiles, garlic cloves, onion, cumin, oregano, bay leaves, salt, and black pepper. Add 1 cup of beef broth and blend until smooth.

Cook the Beef
In a large pot or Dutch oven, heat the remaining beef broth over medium heat. Add the chuck roast and pour the blended sauce over it. Bring to a simmer, cover, and cook for 2.5 to 3 hours until the meat is tender.

Sauté Onion and Garlic
In a skillet, heat the olive oil over medium heat. Add the diced small onion and minced garlic cloves. Sauté for about 3-4 minutes until the onion is translucent.

Cook the Rice
In a medium saucepan, combine the white rice, water, and salt. Bring to a boil, then reduce heat to low, cover and simmer for 18-20 minutes until the rice is tender and water is absorbed.

Make the Dough
In a mixing bowl, combine blue corn masa harina and water. Mix until a smooth dough forms. Divide into small balls.

Cook the Tortillas
Heat a skillet or griddle over medium-high heat. Flatten each ball of dough between two pieces of parchment paper and cook for about 1-2 minutes on each side until lightly browned and cooked through.
