Prepare the Filling
In a skillet, melt 2 tablespoons of butter over medium heat. Add minced garlic and sauté until fragrant. Add spinach and cook until wilted. Remove from heat and let cool. Once cooled, mix in cream cheese and lemon zest. Season with salt and pepper.

Prepare the Dover Sole
Lay the Dover sole fillets flat on a clean surface. Season with salt and pepper. Place a spoonful of the spinach and cream cheese mixture at one end of each fillet.

Roll the Fillets
Gently roll the fillets around the filling, securing with a toothpick if necessary. Repeat with all fillets.

Deglaze the Pan
Pour white wine into the skillet to deglaze, scraping any browned bits from the bottom. Allow to simmer for 2-3 minutes.

Serve
Remove the fillets from the skillet and place on a serving platter. Drizzle with the white wine sauce and garnish with chopped chives.
