Soak the rice vermicelli noodles in warm water for about 5-7 minutes until soft. Drain and set aside.

Julienne the carrot, cucumber, and red bell pepper. Rinse and dry the mint and cilantro leaves.

Fill a shallow dish with warm water. Dip one rice paper wrapper in the water for about 10-15 seconds until softened. Lay it flat on a clean surface.
