Prepare the Batter
In a large bowl, combine flour, cornstarch, baking powder, salt, and black pepper. Whisk together until well blended.

Heat the Oil
In a large frying pan or deep fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Fish
Dip each fish fillet into the batter, allowing excess to drip off. Carefully place the battered fish into the hot oil. Fry for 4-5 minutes on each side or until golden brown and cooked through. Remove and drain on paper towels.

Heat the Oil
In a separate deep frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Potatoes
Carefully add the fries to the hot oil in batches, making sure not to overcrowd the pan. Fry for 5-7 minutes until they are golden brown and crispy. Remove and drain on paper towels, then sprinkle with salt.

Mix the Vegetables
In a large bowl, combine the shredded cabbage and shredded carrot. Toss to mix evenly.

Prepare the Dressing
In a separate small bowl, whisk together the mayonnaise, apple cider vinegar, sugar, salt, and black pepper until smooth.

Combine and Chill
Pour the dressing over the cabbage and carrot mixture. Toss until the vegetables are well coated. Cover and refrigerate for at least 30 minutes before serving.
