Prepare the Lobster
In a large pot, bring salted water to a boil. Add the lobster tails and cook for 8-10 minutes until they turn bright red. Remove from water, let cool, then extract the meat and chop into bite-sized pieces. Reserve the shells.

Build the Base
Stir in the tomato paste and cook for 2 minutes. Pour in the white wine, scraping up any bits stuck to the bottom of the pot. Let it simmer for about 5 minutes until reduced by half.

Add Stock
Add the reserved lobster shells and the fish stock to the pot. Bring to a boil, then reduce the heat and let simmer for 30 minutes.

Blend the Soup
Remove the lobster shells and using an immersion blender, blend the soup until smooth. If using a regular blender, be careful to blend in batches and return to the pot.

Finish the Bisque
Stir in the heavy cream, chopped lobster meat, salt, black pepper, and cayenne pepper. Heat through for about 5 minutes. Adjust seasoning to taste.

Ladle the bisque into bowls and garnish with fresh parsley. Serve hot.
