Prep potatoes
Wash and peel the potatoes if desired. Cut each potato into even 1/4- to 1/3-inch thick fries. Place cut fries in a large bowl of cold water and soak for at least 30 minutes (or up to 2 hours) to remove excess starch.

Dry and coat
Drain the potatoes and spread them on clean kitchen towels. Pat dry thoroughly. If using cornstarch, toss the dried fries lightly with 1 tablespoon cornstarch until evenly coated; this helps crisping. Season with 1 tsp salt and 1 tsp black pepper.

Cook (oven method)
Preheat oven to 425°F (220°C). On a large baking sheet, toss fries with 2 tablespoons of the oil to coat in a single layer without crowding. Bake 20 minutes, flip fries, then bake another 10–15 minutes until golden and crisp. Remove from oven and transfer to a large bowl. (If you prefer frying: heat vegetable oil to 350°F/175°C in a deep pot, fry in batches 3–4 minutes until golden, drain on paper towels.)

Make garlic butter
Melt 3 tablespoons unsalted butter in a small skillet over medium-low heat. Mince or grate the 4 cloves garlic and add to the butter. Cook gently 1–1.5 minutes, stirring, until fragrant and just softened — do not brown the garlic.

Combine with fries
Pour the warm garlic butter over the hot fries in the large bowl. Add 3 tablespoons grated Parmesan, 2 tablespoons chopped fresh parsley, and the lemon zest and red pepper flakes if using. Toss gently to coat fries evenly so the cheese melts slightly and the herbs distribute.

Finish and serve
Taste and adjust seasoning with an additional pinch of salt or pepper if needed. Transfer to a serving platter or bowl and sprinkle a little extra Parmesan and parsley on top. Serve immediately while hot and crispy.
