Prepare the Beef
Wrap the beef tenderloin in plastic wrap and freeze for about 1 hour to firm it up, making it easier to slice thinly.

Slice the Beef
Once firm, slice the beef tenderloin as thinly as possible using a sharp knife. Lay the slices flat on a serving platter.

Prepare the Shallots and Capers
Finely dice the shallots and sprinkle them over the beef slices. Add the capers evenly across the platter.

Add Arugula
Scatter the baby arugula over the beef slices.

Shave or grate the Parmesan cheese over the top, and season with salt and black pepper to taste.
