Prepare the batter
In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold water until the batter is smooth and well combined.

Heat the oil
In a deep skillet or frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the cod
Dredge each cod fillet in the batter, allowing excess to drip off. Carefully place the battered cod into the hot oil and fry for 4-5 minutes on each side or until golden brown and cooked through. Remove and drain on paper towels.

Mix the ingredients
In a small bowl, combine the mayonnaise, dill pickles, capers, lemon juice, and fresh dill. Mix well and season with salt and black pepper to taste. Adjust seasoning as needed.

Assemble the sandwich
To assemble each sandwich, slice the brioche bun in half. Spread a generous amount of tartar sauce on the bottom half, add a piece of fried cod, then top with a lettuce leaf and a slice of tomato. Place the top half of the bun on top and serve.
