Make the Tartar Sauce
In a bowl, combine mayonnaise, finely chopped dill pickles, capers, lemon juice, and chopped fresh dill. Mix well until all ingredients are combined. Cover and refrigerate until ready to serve.

Fry the Potatoes
In a large pot or deep fryer, heat vegetable oil to 350°F (175°C). Carefully add the potato strips in batches and fry until golden brown and crispy, about 4-5 minutes. Remove with a slotted spoon and drain on paper towels. Season with salt to taste.

Prepare the Batter
In a mixing bowl, combine all-purpose flour, baking powder, salt, and black pepper. Gradually whisk in the cold beer (or sparkling water) until the batter is smooth and well combined.

Fry the Cod
Heat a large pot with vegetable oil to 350°F (175°C). Dip each cod fillet into the batter, ensuring it's fully coated, and carefully place it in the hot oil. Fry in batches for about 4-6 minutes, or until golden brown and cooked through. Remove with a slotted spoon and drain on paper towels.

Arrange the fried fish and fries on a plate. Serve hot with the prepared tartar sauce on the side.
