Prepare the Cauliflower
Cut the cauliflower into bite-sized florets and set aside.

Make the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, salt, and water. Whisk until smooth.

Heat the Oil
In a large pot or deep fryer, heat the oil over medium-high heat until it reaches 350°F (175°C).

Fry the Cauliflower
Dip each cauliflower floret into the batter, allowing excess to drip off, then carefully place in the hot oil. Fry in batches until golden brown and crispy, about 4-5 minutes. Remove and drain on paper towels.

Prepare the Glaze
In a saucepan over medium heat, combine soy sauce, brown sugar, Szechuan peppercorns, garlic, and ginger. Cook until the sugar dissolves and the sauce thickens slightly, about 5-7 minutes.

Combine
In a large bowl, toss the fried cauliflower with the Szechuan glaze until evenly coated.

Transfer to a serving dish, sprinkle with toasted sesame seeds and chopped scallions. Serve immediately.
