Marinate the Shrimp
In a bowl, combine olive oil, lime juice, minced garlic, chili powder, cumin, paprika, salt, black pepper, and cayenne pepper. Add the shrimp and toss to coat. Cover and refrigerate for at least 30 minutes.

Sauté the Vegetables
In a large skillet over medium-high heat, add a bit of olive oil. Sauté sliced bell peppers and onions until they are tender and slightly charred, about 5-7 minutes. Remove them from the skillet and set aside.

Prepare the Tortillas
In a mixing bowl, combine all-purpose flour, baking powder, and salt. Cut in lard until the mixture resembles coarse crumbs. Gradually add warm water until a dough forms. Knead for a few minutes, then divide into 8 equal balls. Roll each ball into a thin circle and cook on a hot skillet for about 1 minute per side.
