Prepare the Chocolate Empanada Bites
In a mixing bowl, combine flour, cocoa powder, baking powder, and salt. In another bowl, cream together butter and sugar until light and fluffy. Beat in eggs one at a time, then stir in vanilla. Gradually mix in the dry ingredients until a dough forms. Roll out the dough and cut into circles. Place a few chocolate chips in the center of each circle, fold over, seal the edges, and bake at 350°F (175°C) for 15-20 minutes until firm. Let cool.

Make the House-Made Whipped Cream
In a chilled bowl, whip the heavy cream with the powdered sugar until soft peaks form. Set aside.

Assemble the Piñata
In a large bowl or on a serving platter, arrange the baked chocolate empanada bites, mini churros, and fresh strawberries. Pour the chocolate sauce over the treats and top with whipped cream. Finish with shaved Belgian dark chocolate.
