Prepare the Cabbage
Remove the outer leaves from the cabbage, cut it in half, and then slice it into quarters. Remove the core from each quarter and chop the cabbage into bite-sized pieces.

Season the Cabbage
In a large bowl, toss the chopped cabbage with salt, black pepper, and olive oil. Ensure that the cabbage is evenly coated with the seasonings.

Prepare for Steaming
In a large pot, add 1 cup of water and bring it to a boil. Place a steaming rack or a heatproof plate inside the pot, making sure it does not touch the water.

Once the water is boiling, place the seasoned cabbage on the steaming rack or plate. Cover the pot with a lid and steam the cabbage for about 10-15 minutes, or until it is tender but still bright green.
