Gather Ingredients
Measure out the vegetable broth, water, dried thyme, bay leaf, salt, and black pepper.

Prepare the Herbs
Chop the fresh parsley and set aside for garnish.

Add Liquids and Seasonings
Pour in the vegetable broth and water. Add the dried thyme, bay leaf, salt, and black pepper. Bring the mixture to a boil.
