Prepare and preheat
Preheat oven to 350°F (175°C). Grease and line an 8x8-inch square pan or prepare a round 9-inch springform with parchment. Sift together flour, cocoa powder, baking powder, and salt into a bowl; set aside.

In a large mixing bowl, whisk the eggs and granulated sugar vigorously for 3–4 minutes until pale and slightly thickened. If you have a hand mixer, beat on medium-high for 3 minutes.

Slowly drizzle in the vegetable oil while continuing to whisk, then add vanilla. Fold in the dry ingredients gently with a rubber spatula until just combined.

Stir the hot water into the batter to loosen it — this yields a tender, moist sponge. Pour batter into the prepared pan and smooth the top.

Bake 18–22 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs. Allow the sponge to cool completely in the pan on a rack before removing and trimming to shapes if making individual pieces.
Chocolate Mousse

Chop the semisweet chocolate finely and place in a heatproof bowl. Warm 1/4 cup heavy cream until simmering and pour over the chocolate. Let sit 1 minute, then stir to a smooth ganache. Stir in instant espresso powder if using. Allow to cool to room temperature but still pourable.

Whip 1 cup heavy cream with 2 tablespoons powdered sugar to soft-medium peaks. Fold one-third of the whipped cream into the cooled chocolate to loosen it, then gently fold in the remaining whipped cream until fully incorporated and airy. Chill briefly (10–15 minutes) if mixture feels too soft to pipe or spread.

When sponge is cooled, cut into squares or desired shapes. Place a thin layer of mousse over each sponge piece (about 2–3 tablespoons per piece) to form a cushion for the white cloud. Chill to set, about 20 minutes.

Chop white chocolate and place in a heatproof bowl. Warm 1/4 cup heavy cream until it simmers, pour over white chocolate and let sit 1 minute, then stir until smooth. If white chocolate is stubborn, warm in short bursts over a double boiler.

Whip the softened cream cheese with 1 tablespoon powdered sugar until smooth. Whip the white chocolate mixture slightly as it cools if necessary so it is spreadable but not hot.

Fold the white chocolate into the cream cheese until fully combined and airy. If mixture is too loose, chill 10 minutes and then whip briefly to thicken to a cloud-like consistency.

Pipe or dollop the white chocolate cloud onto the chilled chocolate mousse layer. Use a small offset spatula to create soft peaks and a tuxedo-style contrast (for example, leave some of the chocolate mousse exposed at the base to mimic a tuxedo jacket). Chill again 20–30 minutes to set the cloud.

For a glossy glaze: melt dark chocolate with 1 teaspoon butter in a small bowl over a double boiler or in 15-second microwave bursts until smooth. Let cool slightly but remain pourable.

Drizzle or spoon a small amount of the glaze along the edges or center of each piece for a refined tuxedo look. Dust very lightly with cocoa powder where you want deeper chocolate contrast (optional).
