    Preheat & prepare pans

    Preheat the oven to 350°F (175°C). Line a 9x5-inch loaf pan or an 8-inch square pan with parchment paper, leaving a 1-inch overhang for easy removal.

    Sift together cake flour, 1/4 cup granulated sugar, matcha powder, baking powder, and salt into a medium bowl. Whisk briefly to combine and break up any lumps of matcha.

    In a separate bowl, whisk the milk, vegetable oil and the 3 egg yolks until smooth and slightly frothy. Temper a couple tablespoons of the dry mix into the wet to loosen, then fold the wet into the dry until just combined. Do not overmix; the batter should be fairly thick.

Meringue

    In a clean, dry mixing bowl fitted with a whisk or with an electric mixer, add the 4 egg whites at room temperature. Begin beating on medium speed until they become foamy.

    Add the cream of tartar and continue to beat. Gradually add the 1/2 cup granulated sugar in 3 additions, waiting for the sugar to mostly dissolve between additions. Increase speed to high and beat until stiff, glossy peaks form. Add the vanilla and beat just to incorporate.

    Fold about one-quarter of the meringue into the matcha batter to lighten it, using a rubber spatula and gentle strokes. When incorporated, fold in the remaining meringue in two additions, folding just until no streaks remain. Keep as much air as possible in the mixture—this creates the 'cloud' texture.

    Transfer the combined batter to the prepared pan and smooth the top with an offset spatula. Tap the pan gently on the counter twice to release any very large air pockets.

    Bake in the preheated oven for 18–25 minutes, or until the top is lightly golden, springs back when touched gently, and a toothpick inserted into the center comes out with a few moist crumbs (not wet batter). Avoid overbaking to preserve softness.

    Remove from oven and let the cake cool in the pan on a wire rack for 10 minutes. Use the parchment overhang to lift the cake onto the rack and cool completely, right side up, to retain the top's soft texture.

Filling & Finish

    While the cake cools, make the whipped cream: chill a metal bowl and whisk briefly in the freezer for 5 minutes. Pour in 1 cup cold whipping cream and 2 tablespoons powdered sugar. Whip on medium-high speed until soft peaks form. Do not overbeat; you want a light pillowy cream.

    If making a sandwich-style cloud piece: once the cake is completely cool, slice it horizontally into two even layers using a long serrated knife. Spread half the whipped cream over the bottom layer, then gently place the top layer back on. Spread a thin layer of whipped cream on top.

    If serving as single pieces: cut the cooled cake into squares or rectangles about 2–3 inches across. Split each piece horizontally if desired and fill with whipped cream as above.

    Dust the top lightly with 1/2 teaspoon matcha powder sifted through a small fine-mesh sieve and, if you like, a light sprinkle of confectioners' sugar for contrast.

    Chill the assembled pieces in the refrigerator for 30 minutes to set the filling and let flavors meld. Serve chilled or at cool room temperature. Store leftovers covered in the refrigerator up to 48 hours.
