Cook the Pasta
In a large pot of boiling salted water, cook the penne pasta according to package instructions until al dente. Drain and set aside.

Sauté the Seafood
In a large skillet, heat the olive oil over medium heat. Add the minced garlic and sauté for about 1 minute until fragrant. Add the shrimp and cook until they turn pink, about 3-4 minutes. Gently fold in the lump crab meat.

Make the Rosa Sauce
In the same skillet, reduce the heat to low and stir in the heavy cream and tomato sauce. Allow it to simmer for a few minutes, stirring occasionally. Add the grated Parmesan cheese, salt, and black pepper, mixing until the cheese has melted and the sauce is smooth.

Combine and Serve
Add the cooked penne pasta to the skillet and toss to coat with the rosa sauce and seafood. Cook for an additional 2-3 minutes to heat through. Garnish with fresh basil before serving.
