Prepare the Biscuits
Preheat your oven to 450°F (230°C). In a large bowl, whisk together the flour, baking powder, baking soda, and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the buttermilk just until combined.

Bake the Biscuits
Turn the dough onto a floured surface and gently knead it a few times. Pat or roll out to about 1-inch thick. Cut into rounds and place on an ungreased baking sheet. Bake for 12-15 minutes until golden brown.

Make the Sausage Gravy
In a skillet over medium heat, cook the sausage until browned. Sprinkle the flour over the sausage and stir to coat. Cook for 1-2 minutes, then slowly add the milk while stirring constantly. Simmer until the gravy thickens, about 5-7 minutes. Season with black pepper and salt to taste.

Split the warm biscuits in half and ladle the sausage gravy over the top. Serve immediately.
