Prepare the Batter
In a large mixing bowl, whisk together the all-purpose flour, baking powder, and salt until combined.

Combine Wet Ingredients
In another bowl, mix the melted butter, granulated sugar, eggs, and vanilla extract. Stir until well blended.

Combine Mixtures
Gradually add the wet mixture to the dry ingredients and mix until just combined. Gently fold in the milk until the batter is smooth.

Prepare the Cream Cheese Mixture
In a medium bowl, use a hand mixer to beat together the softened cream cheese, powdered sugar, vanilla extract, and lemon zest until smooth and creamy.

Layer the Base and Filling
Preheat your oven to 350°F (175°C). Grease a 9x13 inch baking dish. Pour half of the Moonduck base batter into the dish, then spread the cream cheese mixture on top evenly. Pour the remaining batter over the cream cheese filling.

Sprinkle the chocolate chips on top of the batter and bake in the preheated oven for 30-35 minutes or until a toothpick inserted in the center comes out clean.

Allow the Moonduck to cool in the pan for about 10 minutes, then cut into squares. Serve with whipped cream and sprinkles on top.
