Prepare the Biscuit Dough
Preheat your oven to 425°F (220°C). In a large bowl, whisk together the flour, baking powder, baking soda, and salt. Cut in the butter until the mixture resembles coarse crumbs.

Add Buttermilk
Make a well in the center of the dry ingredients and pour in the buttermilk. Stir until just combined, being careful not to overwork the dough.

Shape the Biscuits
Turn the dough onto a floured surface and gently knead it a few times. Pat it into a 1-inch thick rectangle. Cut out biscuits using a round cutter or glass.

Bake the Biscuits
Place the biscuits on a baking sheet and bake for 12-15 minutes or until golden brown. Remove from the oven and let cool slightly.

Cook the Sausage
In a large skillet over medium heat, cook the Italian sausage until browned and cooked through, breaking it apart with a spatula.

Make the Roux
Sprinkle the flour over the cooked sausage and stir to combine. Cook for 1-2 minutes to remove the raw flour taste.

Add Milk and Seasoning
Gradually whisk in the milk, followed by the salt, black pepper, and red pepper flakes. Bring the mixture to a simmer, stirring frequently until thickened.

Add Green Chilies
Stir in the diced green chilies and cook for an additional 2-3 minutes until heated through.

Cook the Potatoes
In a large skillet, heat the olive oil over medium heat. Add the diced potatoes, salt, black pepper, and paprika.

Fry Until Golden
Cook the potatoes for about 15-20 minutes, stirring occasionally, until they are golden brown and tender.
