Prepare lemon zest
If using fresh lemons, zest 2 medium lemons with a microplane or fine grater until you have about 2 tablespoons of zest. Spread the fresh zest on a small plate or baking sheet and let it air-dry 1–2 hours at room temperature or dry in a very low oven (170°F / 75°C) for 20–30 minutes until no longer tacky. If using store-bought dried lemon peel, skip drying step.

Combine dry spices
In a small bowl, combine the dried or dried-to-touch lemon zest (2 tbs), 2 tbs cracked black pepper, 1.5 tbs kosher salt, 1 tsp granulated garlic, 1 tsp onion powder, 1 tsp dried lemon peel (if using), 1/2 tsp dried thyme, 1/2 tsp sugar, and 1/4 tsp smoked paprika. Use a whisk or spoon to thoroughly mix until uniform in color and texture.

Grind for texture (optional)
If you prefer a finer rub, pulse the mixture 2–4 times in a spice grinder or clean coffee grinder to slightly reduce the size of the cracked pepper and any larger lemon bits. Do not over-grind — keep some coarseness for texture and pepper bite.

Taste and adjust
Taste a small pinch and adjust seasoning to preference: add more salt if underseasoned, more lemon peel for brightness, or more black pepper for heat. If the mixture seems moist from imperfectly dried zest, add 1–2 teaspoons of fine salt or 1 teaspoon cornstarch to absorb residual moisture and keep the blend free-flowing.

Use
To use as a rub: pat meat or fish dry, sprinkle 1–2 teaspoons per serving (or 1–2 tablespoons for a 1–1.5 lb piece) and press gently to adhere. Let rest 15–30 minutes at room temperature before cooking, or refrigerate up to 24 hours for deeper flavor penetration. Also great on roasted vegetables, potatoes, or as a finishing sprinkle.
