Prepare the Bulgur

In a medium saucepan, bring the water to a boil. Add the bulgur wheat, stir, cover, and remove from heat. Let it sit for about 20 minutes until the bulgur is tender and the water is absorbed.

Chop the Vegetables

While the bulgur is soaking, chop the parsley, tomatoes, cucumber, green onions, and mint.

Combine Ingredients

In a large bowl, combine the cooked bulgur, chopped vegetables, lemon juice, olive oil, salt, and black pepper. Mix well until all ingredients are evenly coated.

Chill and Serve

Cover the tabbouleh and refrigerate for at least 30 minutes to allow the flavors to meld. Serve chilled.
