Prepare the Vanilla Mousse
In a small bowl, sprinkle the gelatin powder over water and let it sit for 5 minutes to bloom. In a saucepan, heat the heavy cream over medium heat until it starts to simmer. Remove from heat and stir in the bloomed gelatin and vanilla extract. Allow to cool slightly. In a separate bowl, whip the powdered sugar into the cooled cream mixture until soft peaks form. Gently fold the whipped cream into the gelatin mixture until well combined. Refrigerate for at least 30 minutes to set.

Make the Chocolate Shell
Melt the milk chocolate and butter together in a microwave or double boiler, stirring until smooth. Pour a layer of the melted chocolate into the bottom of a silicone mold or muffin tin, spreading it evenly. Place in the refrigerator to set for about 15 minutes.

Assemble the Moon Pie
Once the chocolate shell has set, fill each cavity with the vanilla mousse until it is almost full. Return to the refrigerator for another 15 minutes to firm up.

Prepare the Chocolate Ganache
Melt the dark chocolate in a bowl. In a small saucepan, heat a few tablespoons of heavy cream until hot but not boiling. Pour the hot cream over the melted dark chocolate and stir until smooth. Allow to cool for a few minutes.

Final Assembly
After the mousse has set, pour the chocolate ganache over each mousse-filled chocolate shell, smoothing it out with a spatula. Chill in the refrigerator for at least 1 hour before serving.
