Prepare the Onions
Peel the onions and slice them into thick rings, about 1/2 inch wide. Separate the rings and set them aside.

Make the Batter
In a large bowl, whisk together the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually add the beer and mix until just combined. The batter should be thick and cling to the onion rings.

Heat the Oil
In a deep pot or fryer, heat the vegetable oil to 350°F (175°C). Use a thermometer for accuracy.

Fry the Onion Rings
Dip each onion ring into the batter, allowing excess to drip off, then carefully place them into the hot oil. Fry in batches, without overcrowding, until golden brown, about 3-4 minutes. Remove with a slotted spoon and drain on paper towels.

Combine Ingredients
In a medium bowl, combine the buttermilk, mayonnaise, sour cream, dill, garlic powder, onion powder, salt, and black pepper. Mix well until smooth.

Add Fresh Chives
Stir in the chopped fresh chives. Adjust seasoning to taste.

Chill and Serve
Cover the dip and refrigerate for at least 30 minutes to allow flavors to meld. Serve chilled alongside the onion rings.
