Prepare the Pasta
In a large pot of salted boiling water, cook the elbow macaroni according to package instructions until al dente. Drain and set aside.

Make the Cheese Sauce
In the same pot, melt butter over medium heat. Whisk in flour and cook for 1-2 minutes until lightly golden. Gradually whisk in the milk, stirring constantly until the mixture thickens. Add the shredded Vermont cheddar cheese, salt, black pepper, and garlic powder, stirring until the cheese is melted and the sauce is smooth.

Combine Pasta and Cheese Sauce
Add the cooked macaroni and broccoli florets to the cheese sauce, stirring to coat the pasta and broccoli evenly.

Prepare the Bacon Crumbs
In a small bowl, mix the cooked and crumbled bacon with the bread crumbs. Sprinkle this mixture over the mac-n-cheese.

Preheat the oven to 350°F (175°C). Transfer the mac-n-cheese to a greased baking dish and bake for 25-30 minutes or until golden and bubbly.
