Preheat oven to 425°F (220°C). Line a rimmed baking sheet with foil and place a wire rack on top. Pat wings dry thoroughly with paper towels — removing as much surface moisture as possible helps them crisp.

In a large bowl toss the wings with kosher salt, freshly ground black pepper and baking powder until evenly coated. The baking powder helps crisp the skin in the oven.

Arrange wings in a single layer on the wire rack (space them so air can circulate). Bake for 25 minutes, then flip each wing and bake for an additional 15–20 minutes until skin is deep golden brown and crisp and an instant-read thermometer inserted into the thickest part reads 165°F (74°C). Total bake time about 40–45 minutes.

Combine base ingredients
While the wings bake, combine ketchup, apple cider vinegar, light brown sugar, hot sauce, smoked paprika, ground cumin, garlic powder, onion powder, Worcestershire sauce, honey, red pepper flakes, and water in a small saucepan. Stir to combine.

Simmer and finish
Bring the sauce to a gentle simmer over medium-low heat, stirring occasionally. Let simmer 6–8 minutes to meld flavors and slightly thicken. Remove from heat and stir in unsalted butter and salt until butter melts and the sauce is glossy. Taste and adjust heat or sweetness: add more hot sauce for heat or more honey/brown sugar for sweetness.
