Preheat the oven to 350°F (175°C). Line an 8x8-inch (or similar) baking pan with parchment, leaving an overhang for easy removal, and lightly grease the parchment.

In a large mixing bowl combine the all-purpose flour, rolled oats, granulated sugar, brown sugar, baking powder, baking soda, and sea salt. Whisk briefly to blend evenly and break up any lumps.

Stir in the chopped nuts and dried fruit so they are distributed through the dry mixture.

Pour the wet mixture into the dry mixture. Use a sturdy spatula to fold until just combined. The batter should be thick and slightly sticky; if it's very dry, add 1–2 tablespoons of milk or water.

If using chocolate chips, fold them in now, reserving a small handful for topping.

Bake
Bake in the preheated oven for 20–25 minutes, or until the edges are golden and the center is set but still slightly soft — a toothpick inserted near the center should come out with a few moist crumbs rather than wet batter.

Cool & Slice
Remove from oven and place the pan on a wire rack. Let cool completely in the pan (about 45–60 minutes) so the bars firm up. Use the parchment overhang to lift the block from the pan and place on a cutting board. Slice into 9 or 12 bars, depending on desired size.

Store provisions in an airtight container at room temperature for up to 5 days, or freeze individually wrapped bars for up to 2 months.
