Prepare the Filling
In a large skillet, cook the ground beef or lamb over medium heat until browned. Drain excess fat.

Add the chopped onion, diced carrots, and minced garlic to the skillet. Cook until the vegetables are tender, about 5-7 minutes.

Stir in the tomato paste, beef broth, Worcestershire sauce, salt, and black pepper. Add the frozen peas and simmer for 10 minutes.

Assemble the Pie
Preheat your oven to 400°F (200°C). Spread the meat and vegetable mixture in a baking dish. Top with the mashed potatoes, smoothing it out with a spatula. If desired, sprinkle shredded cheddar cheese on top.

Bake in the preheated oven for 25-30 minutes, or until the top is golden brown and the filling is bubbling.
