Cook aromatics
Heat a large nonstick skillet over medium heat and add 1 tsp oil. When shimmering, add the diced onion and bell pepper and cook, stirring occasionally, for 4–5 minutes until softened and edges begin to brown. If using jalapeño, add it with the peppers and onions. Transfer the cooked vegetables to a bowl and reserve.
Scramble the eggs
In a medium bowl, whisk together the 6 eggs, 1 tbs milk, 1 tsp salt, and 1/2 tsp black pepper until slightly frothy. Wipe the skillet clean, reduce heat to medium-low, add 1 tbsp butter and let it melt and foam but not brown. Pour in the egg mixture and let sit 10–15 seconds, then gently stir with a spatula, folding eggs until large soft curds form, about 2–3 minutes. Remove just before fully set (they will finish cooking from residual heat).
Combine filling
Return the cooked onion/pepper mix to the skillet with the scrambled eggs, add the cooked sausage or chopped bacon, and stir to combine gently. Fold in 1 cup of shredded cheddar and 1 tablespoon chopped cilantro. Taste and adjust seasoning with a pinch more salt or pepper if needed.
Assemble burritos
Lay a warm tortilla flat. Spoon approximately 1/4 of the egg mixture down the center (about 1 to 1 1/4 cups). Top with a heaping 2 tablespoons salsa, 2 tablespoons sour cream (or dollop to taste), and a sprinkle of the remaining cheddar (about 2 tablespoons). Add a little cilantro and a squeeze of lime if desired. Fold the two sides in, then roll tightly from one end to the other to enclose the filling. Repeat with remaining tortillas and filling.
Serve
Cut burritos in half if desired and serve immediately with extra salsa, sour cream, chopped cilantro, and lime wedges on the side.
For the chips
If using store-bought chips, spread 4 oz chips on a tray and sprinkle lightly with 1/2 tsp sea salt and 1/4 tsp chili powder (optional). If making house chips from tortillas: preheat oven to 375°F (190°C), cut 4 small flour or corn tortillas into 6 wedges each, toss with 1 tsp oil, arrange in single layer on a baking sheet, sprinkle with 1/2 tsp sea salt and 1/4 tsp chili powder, and bake 8–12 minutes until crisp and golden, flipping once halfway through.
Let chips cool for 2 minutes, then serve alongside the burritos. Provide extra salsa for dipping if desired.
