If using a baguette, preheat oven to 350°F (175°C). Slice baguette into 24 very thin rounds and toast on a baking sheet for 6–8 minutes until just golden. If using water crackers or blini, skip to next step. In a small bowl, combine softened butter, lemon zest and sea salt. Spread a thin layer (about 1/4 tsp) of the lemon butter on each cracker or toasted slice. Arrange on a serving platter and let cool slightly so butter firms but crackers remain crisp.

In a medium bowl, whisk together crème fraîche and softened cream cheese until smooth and homogeneous (use a small whisk or spatula). Stir in chopped chives, lemon juice, black pepper, and the optional squeezed grated cucumber if using. Taste and adjust seasoning with a pinch more salt or lemon juice if desired. Transfer mixture to a piping bag with a small round tip or a zip-top bag with the corner snipped for neat assembly.

Pipe or spoon about 1 teaspoon of the creamy spread onto the center of each buttered crisp, creating a small well for the caviar. Using a small spoon, place approximately 1/4 teaspoon (a small mound) of caviar on top of each dollop of spread. Add a tiny pinch (about 1/8 tsp total per bite) of finely minced shallot onto the edge of the caviar for subtle bite, if desired. Garnish each bite with a small dill sprig and a microgreen or a tiny lemon twist. If desired, finish with a very light dusting of white pepper.

Keep assembled bites on a chilled platter and serve immediately. If you must hold them briefly, refrigerate uncovered for up to 30 minutes — avoid much longer so crackers remain crisp. Provide small mother-of-pearl spoons or toothpicks for guests who prefer to eat the caviar directly. Recommend 2–3 bites per guest as an appetizer.
