Make the Biscuits
Preheat the oven to 425°F (220°C). In a large bowl, mix together flour, baking powder, and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the milk just until combined. Turn the dough onto a floured surface and knead gently. Roll out to 1-inch thickness and cut into rounds. Place on a baking sheet and bake for 15-20 minutes, or until golden brown.

Prepare the Gravy
In a skillet over medium heat, cook the spicy pork sausage until browned. Remove the sausage and set aside, leaving the drippings in the skillet. Add flour to the drippings and whisk until smooth. Gradually add milk, stirring constantly until thickened. Stir in sage, fennel seed, red pepper flakes, salt, and black pepper. Return the sausage to the skillet and heat through.

Serve
Split the warm biscuits in half and spoon the sausage gravy over the top. Serve immediately.
