In a large bowl, combine water, brown sugar, and Cure #1 until dissolved. Add the pastrami brisket, ensuring it is fully submerged. Cover and refrigerate for 5-7 days, turning the brisket every other day.

Once the brining period is complete, remove the brisket from the brine and pat it dry. In a spice grinder, coarsely grind the black peppercorns and coriander seeds. Mix with paprika, garlic powder, and onion powder to create a spice rub.
