Prepare cactus pads
Using gloves and a paring knife, remove spines and the small bumps (glochids) from both sides of each cactus pad. Rinse pads under cold water and pat dry with paper towels. Slice each pad crosswise into 1/4-inch (6 mm) wide strips or into chips (triangles) about 2–3 inches across.

Tenderize and remove slime
Place the sliced pads in a bowl and sprinkle with 1/2 teaspoon salt. Toss and let sit 10 minutes to draw out moisture. Rinse thoroughly under cold water while rubbing the pieces to remove excess mucilage, then pat dry completely. Drying is important for crispness.

Set up breading station
In a shallow bowl whisk together cornstarch, flour, smoked paprika, cumin, garlic powder, 1/2 teaspoon salt and 1/4 teaspoon black pepper. In a second bowl beat the eggs. In a third bowl combine panko and grated Parmesan cheese.

Coat the kactus
Brush or toss each pad piece lightly with olive oil (reserve remaining oil). Dredge pieces first in the seasoned flour mixture, shaking off excess, then dip in beaten eggs, and finally press into the panko-Parmesan mixture to adhere. Place coated pieces on a wire rack set over a baking sheet.

Fry or bake
Option A — Pan-fry: Heat 2 tablespoons olive oil in a large skillet over medium-high. When oil is shimmering, add coated pieces in a single layer (work in batches). Fry 2–3 minutes per side until golden and crisp. Transfer to a rack or paper towel-lined tray. Option B — Oven-bake: Preheat oven to 425°F (220°C). Arrange coated pieces on a parchment-lined baking sheet in a single layer; mist or brush tops lightly with remaining olive oil. Bake 12–15 minutes, flipping once halfway through, until golden and crisp.

Mix base
In a medium bowl combine Greek yogurt and sour cream until smooth.

Season
Stir in chopped dill, chives, lemon juice, Dijon mustard, minced garlic, honey, salt, and black pepper. Taste and adjust seasoning — add more lemon for brightness, more dill for herbal punch, or a pinch more salt if needed.

Chill
Cover and refrigerate at least 20 minutes (or up to 2 days) to let flavors meld. Give the dip a final stir before serving. If it thickens too much, thin with 1–2 teaspoons water or lemon juice.
