Make the Batter
In a separate bowl, whisk together the all-purpose flour, cornstarch, and baking powder. In another bowl, whisk the egg and then add cold water. Combine the wet ingredients with the dry ingredients, mixing until smooth. The batter should be thick enough to coat the shrimp.

Heat the Oil
In a large, deep pot or frying pan, pour the vegetable oil and heat over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it sizzles and rises to the surface, it's ready.

Fry the Shrimp
Dip each seasoned shrimp into the batter, allowing any excess to drip off. Carefully place the battered shrimp in the hot oil, making sure not to overcrowd the pan. Fry them in batches for about 3-4 minutes, or until golden brown and crispy. Use a slotted spoon to remove the shrimp and transfer them to a paper towel-lined plate to drain excess oil.

Prepare the Cocktail Sauce
In a small bowl, mix together the ketchup, horseradish, and lemon juice until well combined. Adjust the horseradish to taste for desired spiciness.
