Make the Filling
In a medium mixing bowl, combine cream cheese, crab meat, chopped green onions, garlic powder, soy sauce, salt, and pepper. Mix well until all ingredients are fully incorporated and creamy.

Prepare Wonton Wrappers
Lay out the wonton wrappers on a clean, flat surface. Keep a small bowl of water nearby.

Fill the Wrappers
Take a wonton wrapper and place about 1 tablespoon of the crab mixture in the center. Dip your finger in water and moisten the edges of the wrapper. Fold the wrapper over the filling to create a triangle. Seal the edges tightly, pressing out any air.

Heat the Oil
In a deep frying pan or pot, heat the oil over medium-high heat until it reaches 350°F (175°C). You can test if the oil is ready by dropping a small piece of wonton wrapper into it; it should bubble immediately.

Fry the Crab Rangoon
Carefully place the filled wontons in the hot oil, a few at a time, to avoid overcrowding. Fry until golden brown, about 2-3 minutes on each side. Use a slotted spoon to remove them and drain on paper towels.
