Prepare the Filling

Mix Ingredients
In a bowl, combine ground pork, chopped shrimp, finely chopped onion, diced jicama, chopped scallions, grated carrot, fried garlic, soy sauce, sesame oil, salt, and pepper. Mix well until all ingredients are thoroughly combined.
Assemble the Dumplings

Fill Wonton Skins
Take a wonton skin and place about 1 tablespoon of the filling in the center. Fold the edges up to form a pouch, pressing to seal the edges tightly. Repeat with the remaining skins and filling.
Cook the Dumplings

Steam the Dumplings
Prepare a steamer and place the dumplings in the steamer basket, ensuring they are not touching. Steam over boiling water for about 10-12 minutes or until cooked through.
Make the Sauce

Combine Sauce Ingredients
In a small bowl, mix together rice vinegar, chili oil, sugar, and salt until the sugar is dissolved. Adjust seasoning to taste.
Serve

Plate and Serve
Serve the steamed shumai hot, garnished with additional fried garlic if desired, alongside the red vinegar sauce for dipping.
