Prepare the Filling
In a large bowl, combine ground pork, chopped shrimp, chopped onion, grated jicama, chopped scallions, grated carrot, soy sauce, sesame oil, salt, and pepper. Mix well until all ingredients are thoroughly combined.

Assemble the Dumplings
Take a wonton skin and place about a tablespoon of the filling in the center. Gather the edges of the skin and pinch them together to form a pouch. Repeat with the remaining skins and filling.

Steam the Dumplings
Prepare a steamer pot with water and bring it to a boil. Place the dumplings in the steamer basket, making sure they are not touching each other. Cover and steam for about 15-20 minutes or until the filling is cooked through.

Prepare the Sauce
In a small bowl, combine red vinegar with a pinch of salt and sugar to taste. Stir until dissolved. Adjust the seasoning according to your preference.

Serve
Once steamed, remove the dumplings from the steamer and place them on a serving plate. Garnish with fried garlic and serve with the homemade red vinegar sauce.
