    Prepare the Ingredients

    Slice the bell peppers, onion, and carrots into thin strips. Mince the garlic and finely chop the fresh chilies. Chop the scallions, separating the white parts from the green.

    Heat the Oil

    In a large skillet or wok, heat the vegetable oil over medium-high heat.

    Stir-fry the Vegetables

    Add the minced garlic, white parts of the scallions, and sliced chilies to the hot oil. Stir-fry for about 30 seconds until fragrant. Then add the bell peppers, onion, and carrots. Stir-fry for 3-5 minutes until the vegetables are slightly tender but still crisp.

    Add Seasoning

    Pour in the soy sauce, and sprinkle with salt and black pepper. Stir well to coat the vegetables evenly.

    Finish with Basil

    Remove the skillet from heat and fold in the fresh basil leaves and the green parts of the scallions. Toss gently to combine.

    Transfer the stir-fry to a serving plate and enjoy immediately.
