    Prepare the Beef

    Slice the beef sirloin into thin strips and mix with cornstarch, soy sauce, black pepper, and salt. Let it marinate for about 15 minutes.

    Chop the Vegetables

    While the beef is marinating, slice the bell peppers, onion, carrots, and mushrooms into bite-sized pieces. Mince the garlic and chop the scallions, keeping the green parts separate.

    Stir-Fry the Beef

    Heat 2 tablespoons of vegetable oil in a wok or large skillet over high heat. Add the marinated beef and stir-fry for about 3-4 minutes until browned. Remove and set aside.

    Cook the Vegetables

    In the same pan, add the remaining tablespoon of oil. Add the minced garlic, sliced onions, and carrots. Stir-fry for 2 minutes. Then add the bell peppers, mushrooms, and chilies. Stir-fry for another 3-4 minutes until vegetables are tender but still crisp.

    Combine and Serve

    Return the beef to the pan, add scallions, and pour any remaining marinade over the top. Stir everything together and cook for an additional 2 minutes. Serve hot.
