Prepare the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 10 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Make the Filling
In a large bowl, mix the minced wagyu beef, chopped green onions, minced ginger, soy sauce, sesame oil, and white pepper. Blend well until all ingredients are evenly combined.
Assemble the Dumplings

Form the Dumplings
After the dough has rested, divide it into small balls (about 1 inch in diameter). Roll each ball out into a thin circle. Place about 1 tablespoon of the wagyu filling in the center of each circle. Fold the dough over to create a semi-circle and pinch the edges to seal tightly.

Cook the Dumplings
Steam the dumplings in a bamboo steamer lined with parchment paper for about 8-10 minutes until the dough is translucent and cooked through. Alternatively, you can pan-fry them for a crispy bottom, then add a small amount of water and cover to steam for about 5 minutes.

In a small bowl, combine the soy sauce, rice vinegar, chili oil, and minced garlic. Mix well and set aside for serving.
