Prepare Dumpling Filling

Combine Ingredients
In a mixing bowl, combine the ground pork, black pepper, soy sauce, minced garlic, minced ginger, chopped green onions, sesame oil, and salt. Mix well until all ingredients are thoroughly combined.

Prepare Dough
In a large bowl, mix the all-purpose flour and salt. Gradually add water, mixing until a dough forms. Knead the dough on a floured surface for about 5-7 minutes until smooth and elastic.

Rest the Dough
Cover the dough with a damp cloth and let it rest for at least 30 minutes.

Roll Out Wrappers
After resting, divide the dough into small pieces and roll each piece into a thin circle, about 3 inches in diameter.
Assemble Dumplings

Fill Dumplings
Place about 1 tablespoon of the pork filling in the center of each wrapper. Moisten the edges with water and fold the wrapper over the filling to create a half-moon shape. Press the edges to seal tightly.
Cook Dumplings

Pan-Seer Dumplings
In a large skillet, heat the vegetable oil over medium heat. Place the dumplings in the skillet, making sure they are not touching. Cook for about 2-3 minutes until the bottoms are golden brown.

Steam Dumplings
Add 1 cup of water to the skillet and cover immediately. Allow the dumplings to steam for about 5-7 minutes, or until the water has evaporated and the dumplings are cooked through.

Remove the lid, let the dumplings cook for an additional minute to crisp the bottoms, then serve hot with your choice of dipping sauce.
