Preparation of Filling

Cook the Rice
Rinse the long-grain rice under cold water until the water runs clear. Then, in a saucepan, combine rice with 2 cups of water and bring to a boil. Reduce heat, cover, and simmer for 15 minutes or until water is absorbed. Remove from heat and let cool.

Prepare the Filling Mixture
In a skillet over medium heat, add the ground lamb or beef. Cook until browned, about 5-7 minutes. Add the chopped onion and sauté until softened, about 3-4 minutes. Stir in the cooled rice, parsley, pine nuts, tomato paste, cinnamon, salt, and black pepper. Mix thoroughly and remove from heat.

Prepare Grape Leaves
Carefully rinse the grape leaves in cold water to remove excess brine. Lay one leaf on a flat surface, vein side up.

Fill the Leaves
Place about 1 tablespoon of filling at the base of the leaf. Fold in the sides and roll tightly from the base to the top. Repeat with remaining leaves and filling.
Cooking the Dolmes

Arrange in Pot
In a large pot, arrange the rolled dolmes seam side down. Add the bay leaves on top.

Mix the vegetable broth or water with lemon juice and olive oil. Pour over the dolmes until they are just covered.

Cover the pot, bring to a gentle simmer, and cook for 45 minutes. Remove from heat and let sit for 10 minutes before serving.
