    Heat a non-stick skillet over medium heat, add a tablespoon of oil, and place gyoza in a single layer. Cook for 2-3 minutes until bottoms are golden, then add water to the pan, cover, and steam for 5 minutes.

    Heat oil in a deep fryer or large pot to 350°F (175°C). Dip shrimp in tempura batter and fry for about 2-3 minutes until golden. Drain on paper towels.
