In a large pot, heat the olive oil over medium-high heat. Season the beef chuck roast with salt and black pepper. Once the oil is hot, sear the meat on all sides until browned, about 4-5 minutes per side. Remove the beef and set aside.

In the same pot, add the chopped onion, minced garlic, and diced bell pepper. Sauté for about 3-4 minutes until softened. Add the diced tomatoes and continue cooking for another 2 minutes.

Return the seared beef to the pot. Add the cumin, chili powder, bay leaves, and beef broth. Bring to a boil, then reduce heat to low. Cover and let it simmer for about 2 hours, or until the meat is tender and easily shreds.
