Clean the Scallops
Rinse the sea scallops under cold water and pat them dry with paper towels. Remove any tough muscle from the sides if necessary.

Make the Batter
In a bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Whisk together until well mixed. In another bowl, beat the egg and then add cold water, mixing well. Combine the wet and dry ingredients, stirring until smooth.
Breading Scallops

Bread the Scallops
Dip each scallop into the batter to coat, then roll in the breadcrumbs until fully covered. Place the breaded scallops on a plate.
Frying

Heat the Oil
In a large, deep skillet or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). Use a thermometer to check the temperature.

Drain the Scallops
Use a slotted spoon to remove the fried scallops from the oil and transfer them to a plate lined with paper towels to drain excess oil.
