Cook the Elbow Macaroni
Bring a large pot of salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente, typically around 8-10 minutes. Stir occasionally to prevent sticking.

Prepare the Cheese Sauce
In a separate saucepan, melt the unsalted butter over medium heat. Once melted, add the all-purpose flour and whisk continuously for about 1-2 minutes to create a roux.

Add Milk
Slowly add the milk to the roux while whisking constantly to avoid lumps. Cook the mixture, stirring frequently, until it thickens, about 5 minutes.

Incorporate the Cheeses
Once the sauce has thickened, reduce the heat to low and add the shredded American and cheddar cheeses. Stir until the cheese is fully melted and the sauce is smooth.

Add the salt, black pepper, garlic powder, and paprika to the cheese sauce. Stir well to combine and adjust seasoning to taste.

Combine Pasta and Sauce
Drain the cooked elbow macaroni and return it to the pot. Pour the cheese sauce over the macaroni and stir until the pasta is evenly coated.
