Cook the Macaroni
In a large pot of boiling salted water, cook the elbow macaroni according to package instructions until al dente. Drain and set aside.

Make the Cheese Sauce
In a large saucepan over medium heat, melt the butter. Stir in the flour and cook for about 1 minute until golden. Gradually whisk in the milk and heavy cream, cooking until the mixture thickens and bubbles. Reduce heat to low, then stir in the cheddar, mozzarella, gruyère, and half of the parmesan cheese until melted and smooth.

Combine Pasta and Sauce
Add the cooked macaroni to the cheese sauce, stirring to combine. Season with salt, black pepper, and paprika.

Prepare for Baking
Preheat the oven to 350°F (175°C). Transfer the macaroni and cheese to a greased baking dish. Sprinkle the remaining parmesan cheese and bread crumbs on top.

Bake
Bake in the preheated oven for about 25-30 minutes, or until the top is golden and crispy.

Garnish and Serve
Remove from oven, let cool slightly, and garnish with chopped parsley before serving.
